Dr Gomolemo Moshoeu, is a criminal justice professional who has project management experience of over 26 years. She holds D.Litt. et Phil in Penology and has studied criminal justice, criminology, quality management, corporate governance, general management, human resource management, financial management, project management and others.

Dr Moshoeu served as the first Chief Executive Officer of the South African Judicial Education Institute (SAJEI) from 2011 to November 2025. Dr Moshoeu spearheaded the publication of a book in celebration of the 10 the anniversary of the Institute, established SAJEI Journal, Newsletter for the Magistrates, and initiated research monographs. Dr Moshoeu co-authored a chapter on Judicial training and environmental law. The other authors are six senior judges.

Dr Moshoeu has participated in several international colloquia and conferences on judicial training. Under her leadership, SAJEI initiated the integration of new areas of the law such as environmental law into judicial curricula in the region. Largely, because of the said initiative, the African Judicial Education Network on Environmental Law (AJENEL) was established and launched in 2019. Dr Moshoeu initiated a programme on Aspirant Women Judges to enhance suitability for appointment of women to judicial office and contribute to a transformational judiciary through education and training.

Prior to joining SAJEI, Dr Moshoeu was a lecturer at the University of Fort Hare from 1991 to 1999. Thereafter, Dr Moshoeu served as a Managing Director of the black economic empowerment company which was a partner in a consortium of three companies managing one of the first private maximum-security correctional institution in South Africa.

For a period of 4 years, Dr Moshoeu was appointed as Project Director for a USAID funded Criminal Justice Strengthening Programme (CJSP) focusing on improved management of criminal justice sector, improved case management, and prosecutor-led investigations.

Dr Moshoeu has served on International Organization on Judicial Training (IOJT) board, Magistrates Commission, Ethics Committee of the Magistrates Commission and AJENEL board. She is currently an Advisory board member of International Institute for Judicial Excellence (IIJE). Dr Moshoeu has been appointed Honorary Professor, Department of Corrections Management, College of Law, UNISA.
