JUDGE MOUSTAFA AHMAD
About
Judge Moustafa is a senior law and policy practitioner with seventeen years of progressive experience across the academic, legal, and judicial fields within the Egyptian civil service and a few consultancies for international organizations such as the United Nations University Operating Unit on Policy-Driven Electronic Governance (UNU-EGOV) and Transparency International.
As part of Judge Moustafa’s work for the Egyptian State Council, where his tenure of service extends to around fifteen years and currently holds the highest judicial rank as a vice-president, he is engaged in settling disputes related to the rule of law, corruption-fighting, human rights, public freedoms, and judicial oversight over the legitimacy of administrative decisions; in addition to, leading efforts for the digital transformation within the judiciary.
In his capacity as the principal legal advisor for the National Institute for Governance and Sustainable Development of Egypt (NIGSD), since 2019, judge Moustafa’s mandate includes the following:
- Providing legal expertise and advice on several issues on the intersection of governance, rule of law, economic competitiveness, corruption-fighting, and sustainable development.
- Engaged in the drafting and formulation of Egyptian national strategies, policies, and guidelines, including for example the citizens’ charter, the code of conduct for Egyptian Civil Service, and the Egyptian National Anti-corruption strategy.
- Engaging in legal innovation, court governance, and legal and judicial development activities through being the manager of the “project to support and promote the principles of governance and good administration in the judicial system – Judicial Governance Project), which is a major national judicial reform project that aims to upgrade the rank of the Egyptian judiciary in international reports, indicators, and indexes; the project is implemented by the NIGSD in cooperation with the Ministry of justice of Egypt.
- Serving as an expert and focal point for the regulatory policy component of a project conducted by the OECD titled “Promoting Citizen-Centered Governance in Egypt” – which focuses on reviewing and enhancing the digital and greens lenses of the Egyptian legislation.
Judge Moustafa has a strong public service commitment and a passion for the development of the legal profession. He is engaged in several formal and informal law teaching activities such as serving as Part-time Lecturer at the Egyptian Anti-Corruption Academy. He is currently the Secretary General of Judges and Law Practitioners Association (CSO registered in Alexandria, Egypt). He served before as a moot court judge and an instructor for basic and advanced Continuing Legal Education Courses as part of the activities of the American Bar Association Rule of Law Initiative (ABA ROLI-EGYPT). He also served before as an Academic Supervisor at the Legal Clinic Program at Faculty of Law Alexandria University in cooperation with the protection project of the faculty of international studies, Johns Hopkins University, USA.
Judge Moustafa’s academic qualifications include an LL.B. and two postgraduate Diplomas from Alexandria University in Egypt, an LL.M. in International Commercial and Business Law from the University of East Anglia in Norwich, the UK (Full scholarship by the Chevening Scholarship program), an LL.M. in International and Comparative Law from the American University in Cairo (Full scholarship by the Yousef Jameel GAPP Public Leadership Program), an MBA with focus on government and the public sector from the French Higher School of Applied Sciences – ESLSCA (Full scholarship by the Ministry of Planning and Economic Development of Egypt), a Postgraduate Diploma in Governance and Anti-Corruption from the Faculty of Economics and Political Science at Cairo University in cooperation with the Egyptian National Anti-Corruption Academy (Full scholarship by the Ministry of Planning and Economic Development of Egypt). He is currently studying a Ph.D. in Governance and Anti-
Corruption at Cairo University, which is an interdisciplinary studies degree focusing on the intersection of law, public policy, public administration, economic competitiveness, and governance.
